Stern PROPOSED CONSTITUTIONAL AMENDMENTS: 1. To require a special election to fill a newly created judgeship or a vacancy in an existing judgeship to be called and held within twelve months after the vacancy occurs, except when the vacancy occurs int he last twelve monts of an existing term. (Amends Const. Article V, Section 22 (B)) 2. To authorize the return of property, including mineral rights, to a former owner from whom the property had previously been expropriated, or purchased under threat of expropriation, when the legislature by law declares that the public and necessary purpose which originally supported the expropriation has ceased to exist and orders the return of the property to the former owner under terms and conditions as specified by the legistature. (Amends Article VII, Section 14 (B)) 3. To provide that windfall revenues to the STate of Louisiana from oil and gas price deregulation shall deposited int eh Louisiana Investment Fund for Enhancement (LIFE), invested as provided by law, and expended only pursuant to an appropriation enacted by a vote of two-thirds of the elected members of each house of the legistature. (Adds Aritcle IX, Sec. 10) PROPSITION(S) Parishwide School District Tax Proposition- Shall Parishwide School District of the Parish of Bossier, State of Louisiana, levy a ten (10) mills tax on all property subject to taxation in said Parishwide School District for a period of ten (10) years, beginning with the year 1984, for the purpose of giving additional support to public elementary and secondary schools in Bossier Parish? Alcoholic Beverage Proposition- An ordinance prohibting the consumption, or possession of alcoholic beverages in open container, while in a motor vehicle on any public street, park, highway or public lots, including private owned parking lots wherein allowed without charge, public school parking, ect., city parks and public playgrounds. |
