During his eight and one-half terms as commissioner, Mr. Mitchell was responsible for numerous street and drainage projects, including Line Avenue, Youree Drive, the extension and widening of Linwood Avenue, the Allen Avenue viaduct, Hearne Avenue, East Kings Highway, 70th Street, Jewella Road, Hollywood Avenue and Interstate 20's location. He was also instrumental in the paving of Bayou Pierre and in improving drainage facilities in South Highlands. Mr. Mitchell was also instrumental in providing backyard garbage pickup service without charging homeowners a fee and in the planting of roses along the city's boulevards. He was one of the central figures in the 1949 battle over the location of the Shreveport municipal airport and waged a successful campaign to locate it on Hollywood Avenue. Mr. Mitchell was also well known for acquiring more land for city projects than was needed for initial construction, a characteristic which allowed for future expansion of a number of city projects. |
